Her biggest problem is living in California.
Her mental health issues would be resolved if she stopped paying 1800 for insurance and paid off her debt. $80k is DEPRESSING!!!
It may take some time but i think she needs to build her portfolio by taking more shots of people. Thats really where the money is in photography. Whether it be group shots, wedding, family, passport photo, etc. she should start by offering photoshoots of people around her at an affordable rate and build her name on instagram and web. A buddy of mine was always willing to offer free headshots and model shots of his trendy friends and all those shots allowed him to start his own business as a commercial photographer and cinematographer.
Also for the depression, there is nothing quite like seeing families and individuals being genuinely joyful during the photo sessions. I think putting herself out there and interacting with clients can really help her with the depression and anxiety.
Start an Instagram for realtors. Take pics of for-sale homes.
Advertise on FB. Tweet to realtors.

Wedding photography will make a grand AT LEAST for a day's work. Do 2 a month and you will have this debt paid down in no time! Keep it up!
